Paldean Fates is a special Shiny set: two rarities absent from normal SV sets return here — Shiny Rare (120 low-value baby shinies, a hit in ~1 in 4 packs) and Shiny Ultra Rare (12 full-art shiny ex, the real chase). We model them as their own tiers rather than folding them into the ex tiers. Wider confidence intervals than the 8,000-pack sets reflect the smaller n=1,500 sample. No ACE SPEC tier.
